BSCB ANNUAL CONFERENCE 11th NOVEMBER 2011

Children Who Harm Others

The BSCB chose this topic in response to several high-profile incidents nationally and a number of cases locally.

After the opening by Donald McPhail and Sue Imbriano, there were 3 keynote presentations;

Marion Corbett and Liz Hughes spoke in detail about the case of the 2 brothers from Edlington, Doncaster who were jailed for the torture of two boys.  They described the impact on the practitioners involved and the recommendations following the Serious Case Review.

Dr Rachel Fyson talked of her research into young people with special educational needs (SEN), who had been sexually abused. Her findings indicated that the majority of the perpetrators were also children with SEN and she developed her project into the area of SEN children who abuse others.

Dr Nick Hindley & Charlotte Procter talked about the Child and Adolescent Harmful Behaviour Service (CAHBS); a new provision which has been available in Buckinghamshire since September 2011.

Delegates then had the opportunity to attend 2 of 5 workshops; Bullying in the Modern World, Female Offending, Restorative Justice, Children & Young People Affected by Gang Culture and Intra-familial Abuse.

The 2010 conference, entitled 'Serious Case Reviews: Making a difference, focused on the findings of local Serious Case Reviews in Buckinghamshire; issues considered on the day included parental incapacity, bereavement and domestic violence. The conference was open to practitioners from the statutory, voluntary and private sectors, working both in the childrens, and vulnerable adults, workforce.

The 2009 conference, entitled 'Think Family: Working with families where there are parental mental health needs' looked at the need to ensure that Children and Adult Services work together so that the needs of the whole family is considered, rather than those of the parent or child in isolation.

The 2008 conference, entitled 'Child Sexual Abuse: Concerns and Responses', considered the impact of child sexual abuse, barriers to disclosure and the vulnerability of disabled children and those with special needs.

The 2007 conference, entitled 'Alcohol and Hidden Harm', focused on children whose parents are affected by alcohol and/ or drug abuse.

The 2006 conference, entitled 'Safeguarding Children Conference: Our Challenge for the Future' looked at role of the newly appointed Local Safeguarding Children Boards.

Details of the BSCB 2011 Annual Conference will shortly be available on the 'Events' Page.

The BSCB has recently supported two seminars, which were run by the Foundation for the Study of Infant Deaths (FSIDs). These 2 hour seminars were open to all practitioners and volunteers who work with young parents, both before and after the birth of their baby, and included:

* An general understanding of infant death, including additional factors of risk for young parents;

* Updates on the latest advice in infant care practice;

* Free resources for all attendees.

As well as reducing the risk of sudden infant death, the seminar aimed to increase professional knowledge, ensuring that key messages are passed onto young parents to enable them to develop confidence in themselves, a sense of independent and increased self esteem.

In 2010, the BSCB ran a Risk Assessment workshop for its Board members.

Following the workshop, the BSCB 'Sharing of Different Risk Assessments - A Multi Agency Approach' protocol was developed. The protocol aims to promote regular consideration about whether a risk assessment (formal or informal) undertaken by one agency has implications for risk assessments undertaken by other agencies, as well as reminding professionals to share new, or changes in, risk assessments with other relevant agencies.

The protocol is available to download on the Local Protocol and Guidance page.

This multi agency seminar was held in 2009. The seminar considered the issues surrounding young people who sexually harm, and the proposal for a new local strategy to be developed within Bucks. This item of work is ongoing within Buckinghamshire.

The BSCB has run two Pre Birth workshops; one tailored for Team Managers & Front Line Staff, the other for Managers & Designated Child Protection Professionals. The purpose of the workshops was to ensure that all releavant staff were aware of, and understood, the new BSCB Pre Birth Procedures, and that partner agencies would look to make any required changes following the procedural update.

The BSCB runs a Safeguarding Children Forum for Independent Schools in Buckinghamshire, which are hosted by Sue Imbriano, Director of Children's Services, and Donald McPhail, Independent Chair of the BSCB.

As all schools play a significant role in promoting the welfare of children, the forum discusses safeguarding issues relevant to Bucks, with speakers and presentations supporting the events. The forum also considers ways in which the BSCB can continue to work with the Independent Schools.

Feedback from the forums has been very positive, and the group will continue to meet three times a year.

The BSCB has, to date, run four Safeguarding Arrangements in Schools training events.

The events are tailored specifically for Head Teachers, Governors and Proprietors of Schools and Independent Schools within Buckinghamshire, and focus on National and Local frameworks and expections, as well as offering an insight into risks and cultural implications.

The BSCB has, to date, run four Allegations against Staff and Volunteers training events.

The training is open to representatives from both the statutory and voluntary sectors, who have a responsibility for managing allegations against staff and volunteers.

This one day event includes the involvement of Steps Drama Learning Development.

The BSCB Inter-Agency team looks to run an Train the Trainer event every year (dependant on interest). The events are open to all sectors and aimed to equip participants to effectively run 'introduction to safeguarding children (child protection)' training within their own partner agencies.

Following the training, participants will be observed and given advice about delivering competent safeguarding training within their own agency. For details regarding future 'Train the Trainer' events, please contact Julie Marshall on jmarshall@buckscc.gov.uk or Alison Byrne on abyrne@buckscc.gov.uk
